Originally known as Phoebe's Garden Café, the restaurant has a long and colorful history in Syracuse. Local lore claims that the building was originally a brothel, and Phoebe was its madam.
In the summer of 2004, Phoebe's experienced a refreshing makeover with a bright new look in the atrium dining room with fresh paint, new upholstery, and artwork. The coffee lounge also opened that year, and it became an instant hit with the surrounding university and business crowd. Those changes also warranted a new name to reflect the updated attitude and ambiance: Phoebe's Restaurant and Coffee Lounge. Classic elements of Phoebe's remain untouched—the French onion soup and enticing crème brulee, for example, but other menu items change seasonally.
The Lounge also has its own seating area and free wireless internet capabilities. Phoebe's old world charm is right at home in a revitalized area of the city.

The menu had a nice variety of options. Vegan choices for apps were good. Only one vegan entree and no dessert. Cocktail wine beer menu was pretty extensive. Waitstaff excellent & ambiance pleasing.

Service was great and friendly. Had the whipped feta app which was absolutely delicious. For entree, the wild.mushroom risotto was flavorful and the added shrimp was perfectly cooked. I always have a good meal at Pheobes.

The seared salmon was delicious with fried capers. Our shared, three berry tart was very good, but made better by being warmed perfectly. The Irish Sunset cocktail was disappointing, but perhaps gin wasn’t meant to be mixed with grapefruit juice. Our wait person was excellent. Well worth a visit.

The service was excellent and the atmosphere. The food was underwhelming and I am disappointed. We had the cod with purple sticky rice and a pineapple watermelon toping. The sticky rice was very bland and wet. The stir fry with chicken. The chicken was dry and the noodles seemed like they were spaghetti noodles. Not well done. The soups were basic nothing we couldn't get out of a can. Clam chowder and broccoli and white cheddar. The best part was the service and the bread with truffle and rosewater butter.
